Concurrently, the Chabahar Port facility—developed as an economic conduit connecting India, Iran, and Afghanistan to Central Asian markets—avoids the existential threat of international maritime seizures. By frustrating Washington’s attempt to impose universal compliance, Russia and China have effectively compartmentalized Western sanctions, confining their enforcement to unilateral domestic jurisdiction within Western financial jurisdictions rather than international law.
The snapback mechanism allows a participant state of the 2015 JCPOA nuclear deal to unilaterally restore all prior UN sanctions against Iran if significant non-compliance occurs. Russia and China vetoed its use, asserting the US lost participant status after withdrawing from the deal in 2018.
